Certificate Course in Development of PBR and management of BMCs under Biological Diversity Act 2002

India, being the second most populous country in the world, is bestowed with a large working population and can take advantage of this demographic dividend. However, high drop-out rates from school, coupled with poor vocational skills, hinder the process of reaping this dividend. Between demand and supply, there exists a gap of skill sets, both cognitive and practical, at various levels in the environment/forest sectors in India.

 

 Green skills are crucial for making a transition from a conventional energy-using and emissions-intensive economy to cleaner and greener production and service patterns. Green skills prepare people for sustainable jobs that contribute to preserving or restoring the quality of the environment, simultaneously improving social equity and enhancing the overall quality of life. Realizing the demand for green-skilled youth, the Green Skill Development Programme (GSDP) was conceptualized and developed by the Ministry of Environment, Forest and Climate Change (MoEF&CC), Govt of India.

 

 BNHS ENVIS Centre on Avian Ecology, established under the Environmental Information System (ENVIS) programme of the Ministry of Environment, Forest and Climate Change (MoEF&CC) in the area of Avian Ecology, is organizing a one-month training programme in association with the Maharashtra State Biodiversity Board, on “Certificate Course in Development of PBR and management of BMCs under Biological Diversity Act 2002” from July 12 to August 11, 2019 at the Forest Guard Training School, at Post Shahapur, District Thane, Maharashtra.

 

 This technical training course is designed for youth in rural areas where local communities depend heavily on natural bio-resources. The principal objective of this course is to train youth to develop a comprehensive and good quality People’s Biodiversity Register (PBR) at the village panchayat level, which can be used effectively in sustainable development of the local community and village panchayat. During PBR documentation, special attention will be paid towards:

 

> How to conduct interviews of locals who have information about the local biodiversity
> How to collect significant traditional knowledge on biodiversity at the local level.
> How to make Biodiversity Management Committees (BMC) functional through the activities of PBR.

 

The course will provide additional training related to long-term management of bio-resources in the course area, its sustainable utilization and biodiversity-based sustainable development.

 

Thus, to cover these areas, training on the following topics will be provided with practical knowledge as follows:

 

> How to maintain the BMC accounts register.
> How to maintain and manage details for bio-resources at the village level.
> Establishment of coordination between block level and village level committees.
> Implementation of ABS (Access and Benefit Sharing) mechanism, establishment for biodiversity heritage sites.
> Ecotourism or establishment of Biodiversity Heritage Sites.
> Development of Biodiversity Management Plan for village panchayat.

In addition, for the personal development of the participants, special training will be provided on the following topics:

 

> How to identify plants, animals, insects, and other wildlife in their areas.
> Understanding about rare and threatened plant / animal species.
> How to coordinate with acts like PESA and FRA.
> How the provisions of BD Act can be used effectively at local level for conservation and protection of biodiversity.

 

At the end of this training the participant should be able to do PBR independently anywhere in Maharashtra, and also function as a guide for eco-tourism programmes, based on his/her personal capacity.

 

Qualification: Anyone residing in Maharashtra, with educational qualification minimum 10th or 12th Standard pass. The candidate must be fluent in reading, writing, and speaking in Marathi. Drop-outs may also be considered for the training programme, subject to clearing the interview level. Preference and relaxation in qualification will be given to tribal candidates who stay near eco-tourism destinations or whose livelihood has been affected by sanctuaries.
